Building on the results of the ongoing Institute for Energy and Environmental Research (IFEU) studies for the Federal Environment Agency (UBA) and the German Federal Statistics Office, an international workshop of experts will be held to accompany the political process of introducing resource productivity indicators at national, EU and international levels. The workshop will also discuss - from the viewpoint of environmental policy - whether, and if so why, quantitative models (relating to tonnes) and qualitative models (relating to environmental effects) arrive at similar conclusions.
The goal is the analysis of the possible quantitative effect (analysis of the probability of success) of identified measures to increase resource efficiency within the framework of scenario analyses. The bottom-up method employed here will also complement the work in Work Package 5, which is based on the input/output model. The bottom-up method makes it possible to analyse technologies and specific measures, thereby allowing a close examination of individual policy approaches and their effects over time. On this basis, the interaction of resource-conserving measures can be identified and discussed within the framework of scenario analyses. In contrast to the top-down approach, the bottom-up method permits a detailed description of the possible tradeoffs and synergy effects of strategies in the resource conservation area and of the conditions for success for processes of change over time. Another aim is to identify and discuss, at least briefly, interaction with other socio-political goals (particularly environmental protection goals). The overall goal is to assemble useful combinations of measures to create general strategies.
